Emma Garcia-Castells

Emma Garcia-Castells is an Analyst at Watershed Advisors, where she supports the Early Childhood Education team. Prior to joining Watershed, Emma worked across education policy, government relations, and research organizations, including the Center for Education Policy Research, Texas Appleseed, and the University of Texas System. Her experience spans legislative analysis, stakeholder engagement, program research, and the development of data-informed strategies to expand educational opportunity.

Emma holds a Master of Education in Education Policy and Analysis from Harvard University and a Bachelor of Science in Applied Learning and Development from the University of Texas at Austin. She is passionate about advancing equitable education policies and translating research into practical solutions that improve outcomes for all children.

Originally from Texas, she now calls Boston, Mass., home. In her free time, she loves to travel, read new books, and spend time with friends and family.
