Andrew Shachat is a Senior Director on Watershed Advisors’ K-12 Systems team, which helps state leaders cut through fragmentation and drive improvement at scale. Andrew works with state education agency leaders to design and strengthen the systems that ensure all parts of the state are focused on what matters most for students.

At Watershed, Andrew has partnered with states on assessment, accountability, and data systems redesign, and supported states’ efforts to scale high-impact tutoring and school choice.

Before joining Watershed in 2021, Andrew served as Director of Accountability Policy and Analytics at the Louisiana Department of Education, where he oversaw the implementation and public communication of Louisiana’s K-12 accountability system, a nationally recognized model for transparency and rigor. He also led the analytics behind the state’s school improvement strategy for D and F rated schools and supported Louisiana’s charter school authorization program.

Andrew started his career as a high school chemistry teacher in Metro Nashville Public Schools. He holds a bachelor’s degree with high distinction from the University of Virginia and a master’s degree in instructional practice from Lipscomb University. Andrew was born and raised in New Orleans, and calls it home.
